Economic overview

Ethiopia is a country of 125 million people, never colonised, seat of the African Union and the continent's aviation hub thanks to Ethiopian Airlines, Africa's leading carrier. For fifteen years it posted one of the fastest growth rates in the world, driven by massive public investment in roads, rail, electricity and industrial parks.

The Grand Renaissance Dam, completed in 2025, doubles the country's power capacity and makes it an energy exporter to its neighbours. Reforms launched since 2018 have opened telecoms, banking, retail and logistics to foreigners, sectors long reserved for nationals. In 2024, the move to a floating exchange rate and an IMF programme cleaned up the macroeconomic framework.

The UAE is one of Ethiopia's closest partners, with major financing, investment in agriculture, energy, real estate and logistics, and several daily flights between Addis Ababa and Dubai. The country is seeking Gulf capital for its industrial parks, export agriculture and newly opened banking sector.

Why invest in Ethiopia

Population and market

125 million people, a growing urban middle class and an industrial base organised in parks dedicated to textiles, leather, pharmaceuticals and agri-food.

Abundant, clean energy

The Renaissance Dam and hydro, wind, solar and geothermal potential among the largest in Africa: some of the cheapest industrial electricity on the continent.

Liberalisation under way

Telecoms, banking, retail, logistics: whole sectors have just opened to foreign investors, with positions to be taken.

Addis Ababa, diplomatic capital

Seat of the African Union and the Economic Commission for Africa, continental aviation hub, major urban projects: a city transforming itself.

Strategic sectors

Manufacturing

Textiles, leather, agri-food, pharma

Equipped industrial parks in Hawassa, Bole Lemi, Adama, Kombolcha and Mekelle with power, water and exemptions.

Agriculture

Coffee, sesame, horticulture, livestock

Africa's leading coffee producer, export sesame, flowers and vegetables, the continent's largest cattle herd.

Energy

Hydro, wind, solar, geothermal

Independent production, regional exports, solar for industry and rural areas.

Real estate

Addis Ababa

Housing, offices, hospitality and shopping centres in a capital undergoing full urban renewal.

Finance

Banking, insurance, payments

Banking sector open to foreigners since 2024: licences, stakes and partnerships.

Mining

Gold, potash, lithium

Formalisation of artisanal gold, potash projects in the Danakil, lithium exploration.

Opportunities for UAE investors

The UAE is one of Ethiopia's closest partners. This is what we structure.

  1. Industrial parks

Textile, agri-food or pharmaceutical plants with land, power and exemptions, oriented to export.

  2. Livestock and sesame to the Gulf

Halal-standard abattoirs, meat and live cattle exports, sesame and coffee to Dubai.

  3. Real estate in Addis Ababa

Residential and hotel developments in a capital rebuilding itself and hosting continental institutions.

  4. Banking and finance

Entry into the newly liberalised banking sector by licence or partnership.

  5. Gold and minerals

    Formalised supply chains to Dubai.

Risks and how we manage them

Foreign exchange

Access to foreign currency was long constrained. The floating rate improves the situation; we structure repatriation contractually.

Regional security

Some regions remain unstable. We concentrate projects on Addis Ababa, central Oromia and secured industrial parks.

Administration

Procedures are heavy. The investment commission offers a one-stop shop we use systematically.

Land

Land is state-owned and granted by lease. We secure leases and permits.

Legal framework and ties with the UAE

Investing in Ethiopia

  • Ethiopian Investment Commission (EIC): one-stop shop and incentives.
  • Industrial parks with corporate tax exemption of up to ten years and duty-free imports.
  • Liberalisation of telecoms, banking, retail and logistics.
  • Bilateral investment protection agreements with the UAE.
  • Recognised international arbitration.

The Dubai connection

  • Several daily Addis Ababa–Dubai flights.
  • Major UAE financing and investment.
  • A large Ethiopian community in the UAE.
  • Dubai as the trade and finance hub for Ethiopian businesses.

Dubai as your operating base

For a UAE investor, Ethiopia is best worked from Dubai. The city offers the tools that are often missing on the ground: a Free Zone holding company to carry the stake, banks used to African flows, a recognised international arbitration framework, tax treaties and investment protection agreements, and regular flights to the continent. For an entrepreneur or institution from Ethiopia, Dubai is symmetrically the gateway to Gulf capital, commodity buyers and Asian industrial partners. ABC Consultancy sits in the middle of that bridge: we know both shores and we speak to both.

Frequently asked questions

Can a foreign investor open a bank in Ethiopia?

Yes, since 2024, by licence or by taking a stake in an existing bank, within limits set by the central bank. We support the applications.

Which industrial park should I choose?

Hawassa for textiles, Bole Lemi and Kilinto for pharma and agri-food, Adama for logistics. The choice depends on labour, power and proximity to the Djibouti corridor.

What is the minimum ticket to invest in Ethiopia with ABC Consultancy?

There is no fixed threshold: it depends on the sector and the format. An equity stake in a manufacturing project runs into millions of dollars, whereas a trading or real estate operation can start much lower. In the first conversation we tell you honestly whether your budget allows a serious transaction.

How long does a transaction take?

Expect three to six months between the scoping note and signature for a trading or real estate operation, and nine to eighteen months for a agriculture project requiring approvals, in-depth due diligence and structured financing.

How is ABC Consultancy paid?

Through engagement fees set in the scoping note, possibly completed by a success fee at signing. We never take hidden remuneration from a counterparty: our only loyalty is to you.

Do I need a Dubai company to invest in Ethiopia?

It is not mandatory, but it is often the best solution: a Free Zone holding carries the stake, benefits from tax treaties and protection agreements, and repatriates dividends within a clear framework. We set it up with you.
