Economic overview

In thirty years Rwanda has built one of Africa's most admired economies. A small landlocked country of 14 million people, without oil or major mines, it bet on governance, security, digital services and services to attract investors. Kigali is regularly ranked among the cleanest and safest cities on the continent, and the country tops African rankings on ease of doing business and anti-corruption.

Growth has exceeded 7% a year for two decades. The economy relies on high-end tourism, including mountain gorillas, international conferences, finance with the Kigali International Financial Centre, aviation with RwandAir, coffee and tea, and a mining industry in tin, tantalum and tungsten, complemented by gold refining.

The UAE and Rwanda maintain a close partnership: direct Kigali–Dubai flights, UAE investment in aviation, finance, real estate and agriculture, and sustained institutional cooperation. Rwanda positions itself as the safe and efficient gateway to East Africa and eastern DRC.

Small domestic market

14 million people and modest purchasing power. We steer projects towards export and the region.

Landlocked

Logistics costs are high. We favour high-value, low-volume activities.

Regional tensions

Relations with the DRC are strained. We monitor the situation and secure contracts.

Competition for land

Land in Kigali is limited. We target state-planned locations.

Legal framework and ties with the UAE

Investing in Rwanda

  • Rwanda Development Board: one-stop shop, company formation in six hours.
  • Investment Code with sector tax incentives.
  • Kigali International Financial Centre with its own regime.
  • Double taxation treaty with the UAE.
  • Kigali International Arbitration Centre.

The Dubai connection

  • Direct Kigali–Dubai flights.
  • Close Rwanda–UAE partnership.
  • UAE investment in aviation, finance and real estate.
  • Dubai as a trading hub.

Dubai as your operating base

For a UAE investor, Rwanda is best worked from Dubai. The city offers the tools that are often missing on the ground: a Free Zone holding company to carry the stake, banks used to African flows, a recognised international arbitration framework, tax treaties and investment protection agreements, and regular flights to the continent. For an entrepreneur or institution from Rwanda, Dubai is symmetrically the gateway to Gulf capital, commodity buyers and Asian industrial partners. ABC Consultancy sits in the middle of that bridge: we know both shores and we speak to both.

Frequently asked questions

Why domicile a fund in Rwanda?

For a modern legal framework, attractive taxation, tax treaties and a reputation for good governance that reassures institutional investors. KIFC targets funds investing in Africa.

Is Rwanda a base for the DRC?

Yes, many companies work eastern DRC from Kigali, provided they follow the regional situation.

What is the minimum ticket to invest in Rwanda with ABC Consultancy?

There is no fixed threshold: it depends on the sector and the format. An equity stake in a finance project runs into millions of dollars, whereas a trading or real estate operation can start much lower. In the first conversation we tell you honestly whether your budget allows a serious transaction.

How long does a transaction take?

Expect three to six months between the scoping note and signature for a trading or real estate operation, and nine to eighteen months for a real estate project requiring approvals, in-depth due diligence and structured financing.

How is ABC Consultancy paid?

Through engagement fees set in the scoping note, possibly completed by a success fee at signing. We never take hidden remuneration from a counterparty: our only loyalty is to you.

Do I need a Dubai company to invest in Rwanda?

It is not mandatory, but it is often the best solution: a Free Zone holding carries the stake, benefits from tax treaties and protection agreements, and repatriates dividends within a clear framework. We set it up with you.
