🇸🇳Senegal
A stable democracy at Africa's western tip, now an oil and gas producer, with Dakar as the continent's sea and air gateway from Europe, the Americas and the Gulf.
Economic overview
Senegal is one of Africa's most solid democracies, with peaceful transfers of power and respected institutions. This stability, combined with Dakar's position as the continent's closest point to the Americas, has long made it a base for international organisations and companies working West Africa.
The economy changed scale with the start of production, in 2024, of the Sangomar oil field and the Grand Tortue Ahmeyim gas field shared with Mauritania. This new revenue funds the Plan Sénégal Émergent: the new city of Diamniadio, Blaise Diagne international airport, a regional express train, motorways, special economic zones and, soon, the Ndayane deep-water port, awarded to a Dubai operator.
The country also remains an agricultural and fishing power: groundnuts, export horticulture, rice from the river valley, and one of the region's largest fisheries. Tourism on the Petite Côte and in Saint-Louis completes the picture. The UAE is a leading partner, particularly in ports and energy.
Why invest in Senegal
Stability and institutions
Democratic alternation, recognised commercial justice, a free press: Senegal offers a predictable environment for long-term investment.
Oil and gas
Sangomar and Grand Tortue Ahmeyim bring new revenue and give birth to a gas industry: power plants, LNG, fertiliser, services.
A unique geographic position
The continent's closest point to the Americas, a modern international airport, a deep-water port under construction: Dakar is a natural gateway to West Africa.
A readable development project
Plan Sénégal Émergent, the new city of Diamniadio, special economic zones, delivered infrastructure: the state keeps its schedules.
Strategic sectors
Gas, oil, solar, wind
Gas-to-power, LNG, solar and wind plants; Senegal targets 40% renewables and exports its regional know-how.
Dakar and Diamniadio
Housing, offices, hospitality and the new city: Dakar is saturated and Diamniadio, 30 km away, hosts the new developments.
Horticulture, groundnuts, rice, poultry
Fruit and vegetable exports to Europe and the Gulf, groundnut processing, irrigated rice, fast-growing poultry.
Ndayane port, airport, corridors
New deep-water port, airport logistics zone, corridor to Mali.
Processing and aquaculture
One of West Africa's largest fisheries, with processing plants and aquaculture potential.
Petite Côte, Saint-Louis, Casamance
Resorts, hotels and residences on a coastline three hours from Europe.
Opportunities for UAE investors
The UAE is a major partner of Senegal, notably in ports. These are the formats we favour.
- Diamniadio special economic zone
Industrial set-up with tax exemptions, serviced land and delivered infrastructure, next to the new city and the airport.
- Export horticulture
Farms and packing units for tomatoes, mangoes, melons and green beans for Gulf food security, a few flight hours away.
- Real estate and hospitality
Residential developments in Dakar and Diamniadio, resorts on the Petite Côte, business hotels.
- Energy
Independent solar and wind producers, gas-linked projects, energy distribution.
- Logistics
Warehouses and services around Ndayane port and Blaise Diagne airport.
Risks and how we manage them
Land on the peninsula is scarce and expensive. We steer towards Diamniadio, the Petite Côte and secondary cities.
Young people expect jobs. Projects with high local content are better received and better protected.
Rural titles require verification and agreements with communities. Our local partners secure every lease.
The country imports energy and food. Substitution projects are supported but must be competitive.

Dubai as your operating base
For a UAE investor, Senegal is best worked from Dubai. The city offers the tools that are often missing on the ground: a Free Zone holding company to carry the stake, banks used to African flows, a recognised international arbitration framework, tax treaties and investment protection agreements, and regular flights to the continent. For an entrepreneur or institution from Senegal, Dubai is symmetrically the gateway to Gulf capital, commodity buyers and Asian industrial partners. ABC Consultancy sits in the middle of that bridge: we know both shores and we speak to both.

Frequently asked questions
Is Senegal suited to Gulf investors?
Yes. A 95% Muslim country with long-standing relations with the Gulf, Islamic banking and strong cultural ties, Senegal is one of the most natural markets for a UAE investor in West Africa.
Is Diamniadio already real?
Yes: several thousand homes, ministries, a conference centre, an industrial zone and a university are in operation.
What is the minimum ticket to invest in Senegal with ABC Consultancy?
There is no fixed threshold: it depends on the sector and the format. An equity stake in a energy project runs into millions of dollars, whereas a trading or real estate operation can start much lower. In the first conversation we tell you honestly whether your budget allows a serious transaction.
How long does a transaction take?
Expect three to six months between the scoping note and signature for a trading or real estate operation, and nine to eighteen months for a real estate project requiring approvals, in-depth due diligence and structured financing.
How is ABC Consultancy paid?
Through engagement fees set in the scoping note, possibly completed by a success fee at signing. We never take hidden remuneration from a counterparty: our only loyalty is to you.
Do I need a Dubai company to invest in Senegal?
It is not mandatory, but it is often the best solution: a Free Zone holding carries the stake, benefits from tax treaties and protection agreements, and repatriates dividends within a clear framework. We set it up with you.
